Sébastien Bailly
Sébastien Bailly founded ASTERALE, a wealth management advisory firm based in Arcueil, and is its President. He is the single point of contact for the families he advises, across their entire estate and over the long term.
Role
An established estate involves several professionals: the notary, the tax lawyer, the accountant, the banker, the insurer and sometimes the property dealer. Each of them deals with the part of the file that falls within their profession.
Sébastien Bailly follows the file as a whole. He draws up an inventory of the estate, examines the options, quantifies their consequences and records the decisions in writing, in the order in which they should be taken. He then coordinates the professionals who carry them out.
We never decide on our clients' behalf and offer no in-house products. The firm has no capital ties with any bank, insurer or asset manager. Our work consists of written, quantified analysis, followed by ongoing review of the file.
Working principles
- Single point of contact
- One person knows the whole file, speaks to each of your advisers and reports back to you. The firm advises more than 150 tax households.
- Open architecture
- Solutions are selected from across the market. The firm receives commissions (rétrocessions), the details of which are given to you in writing before any subscription. The nature of the advice under MiFID II is set out in the legal notice.
- No client funds held
- ASTERALE never holds your funds and does not manage portfolios on behalf of third parties. Orders are executed by custodians and insurers, on accounts opened in your name.
Authorisations and supervision
The firm's authorisations are public. The French single register of intermediaries, ORIAS, is freely searchable at orias.fr, under no. 23 007 423.
The four authorisations cover investment advice (CIF), insurance (broker and agent), credit (agent) and property (carte T). They allow a wealth decision to be handled from start to finish, without referring the client to another intermediary partway through.

- Registered with ORIAS under no. 23 007 423. Member of ANACOFI-CIF, a professional association approved by the Autorité des marchés financiers.
- Insurance and credit
- Insurance broker (COA), insurance intermediary's agent (MIA) and agent of a banking and payment services intermediary (MIOBSP).
- Property
- Professional licence « Transactions sur immeubles et fonds de commerce » (carte T) no. CPI 8501 2023 000 000 004, issued by the Paris Chamber of Commerce and Industry, with no client funds held.
- Supervision and insurance
- Activities supervised by the AMF and the ACPR (4 place de Budapest, CS 92459, 75436 Paris Cedex 09). Professional indemnity insurance policy no. 7400023129, Zurich Insurance plc.

Sébastien Bailly has advised private clients for more than nine years. He now runs ASTERALE, the firm he founded and legally represents.
The firm is deliberately small: clients deal directly with their adviser, with no intermediate layer.

Competence and training
The status of financial investment adviser is subject to professional competence requirements set by the AMF General Regulation. The approved association the firm belongs to, ANACOFI-CIF, checks these requirements before registration with ORIAS. It then supervises the firm's activity on an ongoing basis.
Each status carries its own continuing training obligation.
- Insurance intermediation: at least fifteen hours a year since the Insurance Distribution Directive (article R. 512-13-1 of the French Insurance Code)
- Property licence: renewal every three years, with fourteen hours of training a year
- Financial investment advice: compulsory annual training, monitored by ANACOFI-CIF

- Drawing up legal and tax deeds, which is the work of the notary, the tax lawyer and the accountant; Sébastien Bailly coordinates their involvement
Family office
The firm works under three names, according to its client groups. ASTÉRALE Gazania and ASTÉRALE Cassinia are brands of ASTERALE: the company, the principal and the authorisations are the same.
All three names come from the botany of the aster family (Asteraceae). Their origin is explained on the Family office page.

- How can your authorisations be checked?
- The ORIAS register is public: no. 23 007 423 can be consulted on orias.fr and shows the CIF, COA, MIA and MIOBSP statuses. The property licence no. CPI 8501 2023 000 000 004 is issued by the Paris Chamber of Commerce and Industry.
- Are you tied to a bank or an insurer?
- No. The firm belongs to no banking or insurance network and selects solutions from across the market: this is known as open architecture. - Do you hold client funds?
